Education
In 1978, I was graduated at the Hong Kong Baptist College (the then Hong Kong Baptist University), major in sociology and minor in psychology. Then I joined the Chinese publication industry as an editorial trainee. By that time, all Chinese publications used the big and heavy manual Chinese typewriters for text production, with the headings produced by optical Chinese typesetters, while the editors were using either a pair of scissors or a cutter to do cut-and-paste.

A year or so later, I enrolled in an intensive basic computer concept course for five full days at the Hong Kong Productivity Council. Several weeks later after graduation, I found my first computing job as a data entry clerk. This was the first time that I really worked with a computer, a “big” microcomputer called “Q1” that was built into a table form. With this stable job, I could manage my time to study more computer courses such as computer operator training, programming languages learning like RPG II and ForTran at the Hong Kong Productivity Council and at the Extramural of the Hong Kong Chinese University.

Shortly after a year, I was promoted into an assistant production supervisor managing the weekly publication of the credit information of the companies in Hong Kong. As my computer knowledge was inadequate to be promoted to a higher skill level, I planned to apply for the universities in Canada (Note: By that time, the tertiary education in Hong Kong did not have a computer faculty, only some departments like the business administration had some programming subjects, such as ForTran and CoBOL), using my company’s mail-merge software to produce application letters to all Canadian universities at one shot.

The impulse that drove me study my Bachelor of Science degree (majoring in business computing and specializing in systems analysis and design) at the University of Winnipeg was a seminar held at the Hong Kong Productivity Council by the Acer Group coming from Taiwan, where they introduced a front-end that could handle Chinese for mainframe in 1982. After using two and a half years to finish the four-year computing degree (most non-computing subjects were exempted), I returned to Hong Kong and worked as a computer sales engineer in 1985 on the Acer Chinese microcomputer series. They were mostly Intel 80286 (PC-AT) and 80386 driven. By that time, I had already learnt the top rank Chinese input method (called Dragon or Cangjie) by myself by buying an Apple IIe class Chinese microcomputer in Taipei from Acer (called Little Professor).

As my family is doing printing and publication services in Chinese, I was enthusiastic in using my computer knowledge to develop some applications in the field. I came to realize that the binary system that we use in computing was related to I-Ching (the old Chinese Book of Change). So, in mid 1986, I enrolled as a masters student at the University of East Asia (Macau), researching in Chinese computing. With my background knowledge in computing, Chinese, and my experience in the publication industry, I finally graduated and had my work jointly published with my supervisor, Mr. Lee Clubb (now working at the City Polytechnic University of Hong Kong). The book was called CHINESE COMPUTING: History and Current Trends (Tamarind Books Hong Kong, 1992. ISBN: 962-7674-02-8), which was used in my Chinese computing courses taught at the extramurals of the University of Hong Kong and the Chinese University of Hong Kong. Besides, my computer knowledge was applied in computerizing my family’s publication company, especially in Chinese desktop publishing.

Within the recent decade, besides teaching computing in post secondary level, I was working at the Hong Kong Productivity Council as a consultant supervising the production of the Hong Kong Computer Directory that accounted the computing industry in Hong Kong. My publication was sold in bookstores and is still kept in the public library. In this period, besides using databases and word processors, I had another breakthrough: grasped the Internet concept and skills.

In 1996, I further upgrade myself by enrolling the doctoral programme in management offered by the International Management Centres Association (IMCA) based in Buckingham, UK. Since I am doing part-time, I am still working on my dissertation. The institute is famous for her academic articles databases such as Anbar, Emerald, and EBSCO, and we are doing literature search online.

As computer knowledge is changing rapidly, I have to keep up my knowledge from time to time for my profession. Besides joining the British Computer Society, I have joined several professional bodies, such as ACM, AMA, CPSR, HKCS, IEEE, IIE, ISOC, Chinese Language Computer Society, and International Phonetic Association, as to expose myself to the industry.

My breakthrough in 1999-2000 was to create my own websites to post my teaching materials (http://sites.netscape.net/charlestangmw/), and to promote Chinese culture (www.chineseculturalcentre.org) while working as a computer lecturer at the Institute of Vocational Education (IVE, Kwai Chung campus), Vocational Training Council (VTC) since 1997.

Now, I am working on the Cisco CCNA instructor programme and is teaching Semester One voluntarily for my IVE students.
1. Information Systems Practice of Charles Tang
-----------------------------------------------------
One of my streams as a computer professional was taking charge of some databases for information services provision. The first database that I supervised was the Hong Kong Credit Bureau’s DataBase Credit Monitor in between 1980-82. It produced indexes and summaries of bankruptcies, windings up, corporate mortgages, and writs for the banks, finance houses, government departments, as well as hundreds of big firms in Hong Kong. Another database that I supervised in between 1992-1997 was the Hong Kong Computer Directory (HKCD) that included both the information of the computing companies in Hong Kong and that of the software products from all over the world. Both jobs required intelligent data analysis and good mastery in the production line. However, as the time was over a decade’s difference, the concept and handling techniques in HKCD were more advanced. We had tried our best to have the database go online, but turned out to be a failure due to various reasons.

Another stream in computing practice was using word processors and desktop publishing. For my family’s publication company, I had helped my family to train up the production clerks to use the “Beida Fangzheng” Chinese DTP system to produce the camera-ready-copy (CRC) for newspapers, periodicals, letters, name cards etc. This Chinese windows system was manufactured by the Beijing University (its short form was pronounced as “Beida”). For the Hong Kong Productivity Council’s HKCD, I had to supervise the conversion of the database content from the IBM S/38 and the RS6000 into text to be edited by those WP/DTP software like MS-Word and PageMaker. Personally, I used those WP software like Kuochiau Chinese WP and the Chinese MS-Word to produce my masters thesis and the doctoral dissertation.

Of course, as a computer lecturer, I also have to use various office software like the spreadsheet and the presentation tools and teach the students to use them.

One last word in information systems practice: besides the conventional way of handling English data and information, I always try to sort out the way to include Chinese text handling in the computer systems that I work on, as Hong Kong is a bilingual business world where east and west meet.

2. Interfaces with other Professionals - Charles Tang

As a computer professional, I strongly believe that everybody has to work in team and we have to work closely with other non-computing professionals. In my database production, I had to work along with the accountants to work on budgeting, to deal with the printers to produce the hardcopies, to obtain data from various sources including the government departments, the private sectors, as well as the search clerks. I also had to consult the communication specialists for the online solutions. And I had to contact the book shops to let the HKCD year book put on sale.

Since I am a computer teacher, with quite a portion of adult students, I also encounter people from various industries.

3. Non-Technical Aspects of Charles Tang
-------------------------------------------------------
As I was a computer supervisor in the database production line, I had to take into the account of the budgeting and time constraints, as well as the regulation of different people as mentioned in section 2 above. Since the Hong Kong Credit Bureau’s Credit Monitor was private-owned and was published weekly, its production schedule was tightly defined. Any delay in production would lead to bankrupcy of the company. The marketing and sales activities were none of my concern. Yet, in the Hong Kong Productivity Council (HKPC), as a consultant, I also had to put my effort in sales and marketing. Every year, I had to estimate for about a million Hong Kong dollars revenue to cover the production of the Hong Kong Computing Directory, including the salaries of the workers. Unfortunately, we can never meet this budget, and so after 1997 when I quit, this production line was cancelled. Besides, as the HKPC is a semi-governmental body with full support from the Hong Kong government, every year, our production of the HKCD was delayed within a three-month range, like our other production lines. As there were many steps in the directory production, and we had to release some of the procedures to third party outside our organization, I had to deal with the tenders to let them bid for the jobs.

4. The Value of Theory - Charles Tang

Like other computer professionals, we might have learnt a lot of theories in the university or grasped them by experience, usually we only apply a little in our work. In my situation, since I was a production supervisor, I did not have to do the programming part by myself. Most of the time, I was employing the software or systems produced by others. In such a way, though I was well trained in algorithm and logical thinking, I had never done coding in the real world. Of course I have the insight and ability to sort out any bugs in a computer system, but all I had to do was to forward the problem to the system colleagues with my comments added in. In other words, I am capable of trouble-shooting and can train up anyone to operate the computer systems. Personally speaking, all my own computer systems were configured by myself and seldom did I need to seek for help from other colleagues or from other computer professionals. Lastly, if without a good theoretical background in computing, it is very hard for me to keep in pace with the ever-changing computing environment.

5. Responsibility of Charles Tang
-------------------------------------------------------
Since I am a lecturer in computing, my major responsibility is to teach. As we all realize that computer science is young and is changing rapidly, a lot of times I have to learn the new concepts and techniques continuously and turn them into teaching materials, like all other computer professionals do. Actually, with a good computer knowledge background, I can learn most of the new stuffs on my own and transfer them to my students, just like I did in my masters and like I am doing in my doctoral research.

Besides technical capability, I am keen on management and delegate responsibilities to my colleagues, subordinates, and to my students. The management skills and leadership potential are not in born, with my sociology and psychology background, together with my active participation in extracurricular activities, I have the practice to do evaluation and review on my actions – I always ask myself since I was a teenager: “How could I do this job better next time?
What are the gains and losses in this event?”

And, I always apply “dry run” on real human activities before they were taken, just like we do in computer program development.

6. Safety and Security - Charles Tang
-------------------------------------------------------
As a computer professional, I always follow the Health and Safety Act, and I also urge my subordinates to do so. I concern very much on ergonomics, and always avoid computer worker symptoms like eye strain, the “tennis player symptom” (sore arms), or the backbone symptom. My care for these is also because I was trained in “kungfu” and yoga in which health and safety are put in top priority – the purpose of “kungfu” is not to teach people how to fight and beat up others but to self-defense, that is, to avoid being hurt, not only by others, but by the environment.

On the other hand, from the first day I entered the information industry, no matter it is computerized or not, I put security at the top priority. Our information system should not be exposed to unauthorized person! Therefore, within my twenty years in the computer field, I always comply with the international standard to seek for every way to protect the data and information to be exposed to outsiders. Every hardcopy with sensitive information would either be shredded or torn into pieces of less than a square inch.

In this experience report, I had tried my best to outline my own personal activities as a computer professional since my leaving of school and working in the society. After then, I followed the society’s guideline to account on my computing experience in six perspectives accordingly: information systems practice, interfaces with other professionals, non-technical aspects, the value of theory, responsibility, as well as safety and security. It is hoped that my report could reflect my experience in the information systems engineering discipline.
